E-Service without data quality?

Data quality & software quality are critical to service excellence.
The presentation starts as a chat between a CEO & his CIO — a Friday evening beer at the bar.
The CIO starts thinking, re-thinking — servicesoftware ... data — one quality continuum; e-Services are data-rich & data-critical; data in Web 2.0 originates from anywhere, it’s a regulated industry.
Monday morning: brainstorming, a week of hectic, cross-functional planning.
The following Friday: a data quality initiative is born: testing and beyond, fit for cloud computing.
The Plan v0.1: information life-cycle, incoming data validation, defect classification, code reviews, domain testing, data-flow testing, test metrics, testing PDCA.
The test-maturity best practices are for their own on-site Test Factory & will be expected from Software Houses & IV&V Test-service providers.
On-shore & off-shore Data Centre & IT Service Desk will still need their COBIT, software development will still need TOGAF, and the forgotten corporate asset — data — will benefit from such frameworks, & from the extending ISTQB body of knowledge.
